II. The "Legislative Override" Strategy
Bayer's primary objective is the creation of a Federal Immunity Shield. This is being pursued through a "full-court press" across three branches of government:
- The Farm Bill "Shield" (H.R. 7567)- Lobbyists have successfully inserted language into the 2026 Farm Bill that would preempt (block) state-law warning labels. This would effectively cancel a victim's right to sue, even if a company failed to warn them of cancer risks.
- The "National Defense" Loophole - By securing an Executive Order invoking the Defense Production Act, Bayer has successfully branded weedkiller as a "critical national defense resource." This provides a legal hook to argue that paying cancer victims threatens national security.
